Mozdev status update for W24-2008

Short week last week due to vacation.

Working on streamlined Mozdev bug-entry form to help with submitting VCS change requests (and other requests)
Increased idle timeout on new Mozdev tools
Writing documentation for requesting and using Mercurial at Mozdev

We're expecting Mercurial to be released soon at Mozdev; we'll be sure to post an update once it's released.
